The scope of work consists of the reconstruction of two blocks of Jefferson Street from Third Street to Perry Street including new curbs, walks, drainage, lighting and traffic control upgrades. This will include approximately 1,800 cubic yards of asphalt, 15,000 square feet of concrete walk, 5,100 feet of various sized pipe, 26 light poles and a manufactured water quality system. In addition, a new drainage outlet will be constructed between Perry Street and the Portage River and will include a 20,400 GPM pump station.
After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent property taxes in Ottawa County, Ohio.
Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standard Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions, and the requirement for payment bond and performance bond for 100% of the contract price.
Only ODOT pre-qualified contractors are eligible to submit bids for this project. Pre-qualification status must be in force at the time of bid, at the time of award, and through the life of the construction contract. For work types that ODOT does not pre-qualify, the LPA must still select a qualified contractor. Subcontractors are not subject to the pre-qualification requirement. The “Prime” Contractor must perform no less than 30% of the total original contract price.
Domestic steel and iron requirements as specified in the applicable provisions of Federal regulations stated in 23 CFR 635.410 and State of Ohio laws, and ORC 153.011 and 5525.21 shall apply to this project.
The DBE goal for this project is 8%.
